01 · The starting point

You are accountable for public assets and have no evidence about them

Managing municipal housing stock means handling public money under the scrutiny of auditors, elected representatives and residents. Missed statutory inspections carry fines and an insurer can reduce a payout; cleaning or maintenance that is not delivered is paid for with nothing in return. Yet the manager usually has no way to verify that the cleaning company came, that the technician carried out the check, or who was moving around a cellar or a vacant flat. Nestrio closes that gap. It does not add another administrative task — it records what happens in the buildings anyway and turns it into evidence.

02 · Keys

A key can be copied. A permission can be revoked.

A large portfolio means hundreds or thousands of keys and fobs, often on a master key system. Managers, tradespeople, cleaners, technical services, refuse collectors, inspectors and tenants all need them. Every key in circulation is an administrative and security burden, and losing a master key means replacing the whole system at a cost running from tens into hundreds of thousands. Nestrio replaces key logistics with a digital permission for a specific person, role, time and site. A tenant has permanent access, a tradesperson has one afternoon, the cleaning company has its scheduled slots. When a permission has served its purpose it is revoked in seconds, with no work on the door. Every use is written to the log.

03 · Suppliers from public tenders

Changing supplier need not mean rekeying the entire portfolio

Cleaning, security, maintenance and grounds work are awarded through public tenders, and the supplier changes every few years. Each change means handing over and collecting keys for dozens or hundreds of sites. Some keys never come back, and nobody knows how many copies remain with a company that no longer works for the city. Nestrio turns the handover into a single step: revoke the outgoing company's permissions in bulk and issue the incoming one's in bulk. No physical keys circulating, no cylinders to change, and from the first minute it is traceable who from the new supplier entered which site and when.

04 · Cleaning oversight

Cleaning you can actually check

The city pays for cleaning every month. Quality tends to be good for the first quarter and then slips, and sometimes nobody comes at all. The manager finds out through a tenant's complaint to the town hall, the company says otherwise, and nobody has anything to settle it with. Nestrio handles cleaning where the cleaner already is. The same link that unlocks the door opens the checklist for that day: entrance, staircase, lift, cellar corridor, bin store. Each task has a reference photo showing what the result should look like, so the standard survives a change of supplier after a tender. At the end the cleaner uploads photos, reports any faults, and confirms.

The manager gets a record with the start time, the finish time, the photos and a list of reported faults. If nobody shows up within the agreed window, an alert goes out. The cleaner does not have to install anything or learn anything new.

Access for collection crews without a master key

Bin stores are a dilemma. A locked store means the collection company needs a key, and it often holds a master key to the whole portfolio, which is a security exposure outside the city's control. An unlocked store invites fly-tipping, overfilled containers and extra charges for collections beyond the contract. Nestrio gives the collection company access only on collection day and within a time window. The store stays locked for everyone else, every opening is recorded, and when the supplier changes you simply switch the permissions over.

06 · Inspections and maintenance

Did the technician turn up, or only the invoice?

Electrical installations, gas, fire extinguishers, lifts, chimneys, lightning protection, pressure vessels, fire and security systems. Across a large portfolio the dates are tracked in spreadsheets or from memory, inspection reports sit in inboxes, and when there is an insurance claim nobody can find them. You issue access for a service technician for a specific date. If they arrive, the system records it with a timestamp. If they do not, you know that day rather than at the annual settlement. The entry record also serves as the basis for approving the invoice, which matters twice over when public money is involved.

07 · Vacant flats and sites

Vacant stock is a risk nobody hears about in time

Municipal stock always has some units standing empty — under refurbishment, awaiting allocation or subject to a dispute. That is exactly where unauthorised occupation, flooding, freezing, damp from lack of heating and break-ins turn up most often, and it tends to be discovered far too late. Nestrio adds leak, temperature and noise sensors to these sites and records every entry. A temperature sensor keeps a vacant flat from freezing, a detector sends an alert the moment water appears, and every entry carries a record of who and when. You can let a tradesperson into an occupied or vacant flat with access for a specific window, so the tenant does not have to be at home or take time off for a repair.

08 · Common areas and security

Theft happens where anyone can walk straight through

Broken-into cellar storage, missing bicycles and strangers in plant rooms are overwhelmingly a problem at sites where anyone who gets through the entrance can reach everything else. A padlock does not slow a thief down. The cellar, bike room, pram store, plant room and bin store can each be a separate zone with its own list of authorised people. After an incident there is a record of who entered that day. That is the difference between “somebody got in” and something the police and the insurer can actually work with.

09 · How it fits

Nestrio does not replace your administrative software

Keep the tenant register, charges, settlements, documents and case management exactly where they are. We do not go near them. Nestrio handles the physical layer of the buildings: the doors, who went through them, what they did on the other side and what is happening in the building. Administrative and finance systems do not do that, and smart locks cannot carry it through to operations and reporting. The two work side by side.

10 · Rollout and cost

We start with one building, with no upfront investment

A rollout does not have to begin with a tender covering the whole portfolio. It starts with a pilot on one building: the main entrance and one or two zones, enough to confirm that it works and what it actually saves. We propose the specific approach based on how the sites are equipped, because every entrance is different. Further sites and zones are added gradually.

Installation requires no upfront investment and is paid monthly as an ordinary operating service, in the same category as cleaning or an emergency call-out contract. The cost per unit is lower than people expect from a system like this — in the low hundreds of crowns per month. We prepare an exact calculation based on the size of the portfolio.

The absence of a one-off cost matters a great deal for approval in the public sector. This is not a capital investment but an ordinary recurring service that can be extended site by site.

11 · Privacy

Records of entries, not surveillance of people

Nestrio records entries to common and technical areas, not the movement of individuals around a building. Noise sensors work with sound levels and do not record audio. Only an authorised manager can see the records, and data is kept for a period the city sets. Processing complies with the GDPR, which matters all the more where tenants and public administration are involved.
